The EUropean Cyber INFormation Project
The EUCINF project was launched by the European Commission in 2023, with the EUCINF consortium including 22 partners from 12 European countries. This Consortium, led by Airbus Defence and Space SAS, includes industrials, SME, Research Institutes and Universities, and is supported by several European Ministries of Defence.
EUCINF aimed to design and prototype a Toolbox supporting the Cyber Information Warfare (CIW) lifecycle of operations, from data ingestion and normalisation, to counter-measures and mission management, including data processing, capitalisation and exploitation.
The Toolbox contains:
- A set of interoperable components
- a Store, proposing the components to Users for download
- a Testbed, allowing evaluation of interoperability and capabilities of those components

Since the beginning of the project, the Consortium has designed 3 Operational Scenarios, in close cooperation with the MoDs sponsors of the Project. The Consortium also built relationships with other European projects, to cross benefit from their experience and own assets that could complement the EUCINF CIW toolbox.
During those 3 years, regular communication and visibility milestones, such as demonstrations held in July 2025 in Madrid (Spain) and February 2026 in Airbus Defence and Space premises in Elancourt (France), allowed close collaboration and understanding with End Users from Military Operational Units.
All along the project, the Consortium kept focusing on AI-Ethics and social acceptability, as well as preserving European sovereignty.
Last 6th and 7th of October, 2026 in Campus Cyber premises in La Défense (France), selected End-Users from operational and military entities attended the final demonstration, concluding the EUCINF project.
The event was opened with the “Fighting Information Manipulation Operations” conference, which highlighted the crucial roles and challenges of the fight against Disinformation, both at Strategic and Tactical levels.

Then, EUCINF stakeholders, i.e. the European Commission, the supporting MoDs and PESCO project, got demonstrated the EUCINF toolbox, implementing the CIW Components developed by the partners of the Consortium.
The three operational scenarios were implemented on the Airbus Cybersecurity CyberRange infrastructure. More than 50 components were deployed, integrated and demonstrated, showcasing the adaptability of the Toolbox along with the coverage of the operational needs, allowing performance comparison of AI algorithms at stake and CIW operators’ workload reduction.
The Ministries of Defence had the opportunity to discuss with Experts on the respective added values and performance of each technology choice, and evaluate through a questionnaire the adequation of the implemented capabilities in terms of Decision support and ergonomy for the Operator.

Thanks to the successful delivery of the CIW toolbox, along with the associated Interoperability & data model framework, the Consortium paves the way for the European Commission to further exploit the EUCINF results for always accurate and ready-to-deploy CIW capabilities, either at European, National or coalition level.
Airbus Defence and Space remains committed to supporting the European Commission in its next challenges in order to continue participating in safeguarding the EU’s interests in the future.
Specifically, Airbus Defence and Space is already involved in other projects with the European Commission, and hopes to pursue the work on Information Warfare topics alongside with the Commission and its partners.
